NoBuildPlus

Adds:

• wiki button on menu, you can get the url of nobuildplus documentation through clicking it
• menu item material configurable in menus.yml

Fixes:

• bugs of gamerule menus at some versions
• the problem that the gamerules of new created worlds do not follow the value in default gamerule template
